Personnel Service Day marked




The Serbian Armed Forces General Staff celebrated 1st September, the Day of the Serbian Armed Forces Personnel Service, which continues almost two-centuries-long tradition.
 
The ceremony was attended by Milos Jankovic, Acting Assistant Minister for Human Resources, Nenad Neric, State Secretary in the Ministry of Defence, Lieutenant General Jovica Draganic, Deputy Chief of General Staff of the Serbian Armed Forces, with his associates, heads of the MoD and SAF departments and numerous associates and friends of the Personnel Department.
 
 Addressing those present, Brigadier General Dragoslav Lackovic, Head of the Personnel Department in the Human Resources Sector, pointed out, among other things, that the "personnel year" at the Ministry of Defence and the Serbian Armed Forces begins and ends on the 1st September, which is the day designated for the Day of the Service.
 
- On that day, the results achieved in the field of personnel support are identified and analysed, education and training of the oldest generation in military schools is completed, personnel are analysed, education and advancement of the youngest generation starts. and the results achieved in the performance of many other significant activities from a wide range of activities within the scope of personnel service are analysed, Brigadier general Lackovic said adding that the quality selection of personnel also today, just as nearly two centuries ago, in time of the creation of the Serbian Army, represents the basis for the creation of an efficient and modern army.
 
- Personnel Services, which today employ highly motivated and professional members of the Ministry of Defence and the Serbian Armed Forces, adapts its structure and organization, and when it comes to human resources, an organized system, based on scientific principles, has been created to fully serve the function of command and making the most important decisions. Personnel system today, under very restrictive financing conditions, is qualified to respond to even the most complex requirements. In the year behind us, the Draft Law on Education was prepared, which represents historically important step ahead in modernizing the military school system; the whole set of implementing regulations was adopted governing in a more quality way  the admission to professional military service and career management, and what is particularly important is the entirely new system of evaluation and assessment of professional members of the Serbian Armed Forces, based on scientific methods, the implementation of which begins on 1 January next year, Brigadier General Lackovic said.
 
According to him, a large number of other regulations and by-laws under the jurisdiction of the Serbian Government are being prepared, which should contribute to improving accountability in the human resources management and planning of future cadre.
 
- One of the most important changes is brought with the introduction of the promotion exam for obtaining the rank of Major, by which, after 22 years, this idea of ​​the promotion in accordance with the acquired competences is being implemented again. This ensures the realization of one of the most effective maxims in the quality human resource management, and it is "the right man in the right place at the right time", General Lackovic said.
 
Acting Assistant Minister for Human Resources Milos Jankovic also extended greetings on the occasion of the Personnel Service Day emphasizing the importance of personal example in the realization of numerous and very different relations in the military environment, the relationship between the superior and the subordinate, attitude towards the duties and military tasks, towards military uniform and its symbolism, and that means towards the state.
 
Using the words of onetime Defence Minister Jovan Miskovic, Jankovic stressed the importance of training and professional development of the members of the Serbian Armed Forces, both in our military schools, and abroad, where "a member of the military will prove worthy just as much in peacetime as he is in wartime."
 
On the occasion of the Personnel Service Day, Milos Jankovic, Acting Assistant Minister for Human Resources, presented the letters of gratitude of the Ministry of Defence for successful cooperation to Zoran Milosevic, Assistant Minister for Labour, Employment, Veterans and Social Affairs in the field of pension and disability insurance, Dragana Kalinovic, the Director of the Republic Fund for Pension and Disability Insurance, and Dragana Vujasinovic, President of the Association for the Preservation of Cultural Heritage.
 
Nenad Neric, State Secretary in the Ministry of Defence, and Lieutenant General Jovica Draganic, Deputy Chief of General Staff presented recognitions and awards for successful performance of tasks in the previous one-year period to the most successful members of the Personnel Services.
