Secretariat of the Ministry of Defence
The Secretariat of the Ministry of Defence is a special internal unit of the Ministry of Defence performing the following tasks: planning the work of the Ministry; ensuring compliance and legality of general and individual acts passed by the Minister of Defence; achieving efficiency and coordinating the work of internal units of the Ministry; unification and coordination of work and cooperation with other authorities and preparation of the Ministry of Defence Appendix to the Work Plan and Report on the Government's work.
The Secretariat of the Ministry of Defence is led by the Secretary of the Ministry of Defence.
The Secretariat of the Ministry of Defence comprises:
1. Department for Operational and Planning Affairs
2. Legal Department
3. Group for Financial Affairs
The following military institutions and units are subordinate to the Secretariat of the Ministry of Defence:
- Higher Military Disciplinary Court
- Higher Military Disciplinary Prosecutor
DEPARTMENT FOR OPERATIONAL AND PLANNING AFFAIRS
Department for Operational and Planning Affairs is a more specialized internal unit of the Secretariat of the Ministry of Defence in charge of the following tasks:unification and coordination of the work of the Ministry's internal units in the preparation of materials and acts within the competence of the Ministry;preparation of materials and implementation of the procedure according to the Rules of Procedure of the Government regarding their adoption and monitoring the implementation of the Government's conclusions; preparation of sessions of the Minister ofDefence Collegium; preparation of information on the work of the Ministry of Defence which is submitted quarterly to the Defence and Internal Affairs Committee of the National Assembly of the Republic of Serbia; preparation of annual and monthly work plans of the Ministry of Defence and the Secretariat of the Ministry of Defence; tasks related to ensuring the implementation of standards and regulations in the field of secret data protection in the Ministry of Defence and Serbian Armed Forces.
LEGAL DEPARTMENT
Legal Department is a more specialized internal unit of the Secretariat of the Ministry of Defence in charge of planning, coordination and cooperation regarding the preparation of draft laws in the field of Defence, security and the Serbian Armed Forces;evaluation of draft regulations in terms of the compliance with the Constitution, law and legal system of the Republic of Serbia and compliance with European Union regulations, which is prepared by experts for regulations in the Ministry of Defence and the Serbian Armed Forces; preparation of proposals for administrative acts by regular and extraordinary legal means under the jurisdiction of the Minister of Defence and the delivery of verdicts of the Administrative Court; the tasks of improving the legal regulation governing the Defence system and the Serbian Armed Forces; keeping a register of published regulations and preparing regulations for their publication in the Official Military Gazette, as well as informing the public about the legal changes and adopted regulations, in accordance with the law.
Group for Financial Affairs
Group for financial affairs performs the following tasks related to: preparation of the financial plan, allocation of funds according to the Annual Financial Review; preparation of annual and periodic reports on the implementation of the financial plan, control of the disposal and management of funds; control of accounting documents; treasury operations and establishment and maintenance of the financial management and control system.
Higher Military Disciplinary Court
Higher Military Disciplinary Court decides on appeals filed against the decisions of the first-instance military disciplinary courts; decides on the jurisdiction of the first-instance courts in cases where co-perpetrators of disciplinary offenses, i.e., other accomplices in offenses are in service within military units or military institutions for which different military disciplinary courts have local jurisdiction in terms of trial.
Higher Military Disciplinary Prosecutor
Higher Military Disciplinary Prosecutor performs tasks related to the representation of the prosecution before the Higher Military Disciplinary Court.
The Chief of Department for Operational and Planning Affairs is connected, both organizationally and functionally, to the following organizational units:
1. Sub-register of the Ministry of Defence for the Foreign Classified Information
2. Register of workplaces in the Office of the National Security Council and Classified Information Protection.
Sub-register of the Ministry of Defence for the Foreign Classified Information
Sub-register of the Ministry of Defence for the Foreign Classified Informationperforms tasks related to the protection and storing of foreign classified information. It is responsible for the normative regulation of the fieldgoverning the protection of foreign classified information, as well as for issuing security certificates for persons who have access to foreign classified information.
Register of workplaces in the Office of the National Security Council and Classified Information Protection
Register of workplaces in the Defence Office of the National Security Council and Classified Information Protection performs the tasks within the authority of this Office related to the military issues.
