Cooperation with the CIMIC center from Moterrey, USA



The expert team of the Center for Civil - Military Relations in Monterey from the United States visited the Ministry of Defence in the period from 20 to 24 June. This was the first the first of dozens of scheduled forms of training of the Ministry of Defense and the Army of Serbia in the next three years, with the support of experts from this prestigious American Center.

Seminar "The concept of field missions," which was held in the "Top?ider" House of Guards, was directed by the Chief of the Strategic Planning Department for Defence, Major General Bozidar Forca. The seminar was attended by about 60 members of the Ministry of Defense and the Serbian Armed Forces involved in planning and programming.

As for the American delegation, a three-member expert team from Monterrey was led by Professor Jan Murumets.

During the four-day seminar the members of the Ministry of Defense and the Army of Serbia exchanged experiences with American experts on planning, programming and budgeting in the defense and during military exercise workshops with experts from the United States they worked on solving a few typical examples of the PPBE (Planning, Programming, Budgeting, Execution) process.

The general impression of all participants, especially of the experts from the United States, was that the PPBE system implemented by the Serbian MoD and SAF in no way lags behind such systems all over the world.

The third meeting of the Serbia - US Joint Commission for defense reform issues was held on 24.06. The meeting was chaired by President of the Commission, Major General Bozidar Forca, with experts from the Center for Civil - Military Relations in Monterrey involved as participants, who analyzed the seminar and agreed on ten reforms for the next year.
